Talk to Lisalisa driving around near the Q's Factory in Sandpolis. Lisalisa will subtly tell you that she is fast when racing at Night Glow Raceway and doesn't think much of racers slower than her. In order to impress her, you will have to finish in front of her at Night Glow Raceway. After that, talk to her to get this stamp.
