Nobizo's Noodles (Japanese: うどんや) is in Fuji City where you can see the moat near some surrounding houses. Nobizo wants to send all of his best-served noodles around town and he wants to make some serious money out of it, if you drive around with a billboard on he'll give you 20 per mile.
